Rekamjabar.com (Bandung) – Setelah dilantik pada Januari 2023 lalu, Kader Inti Pemuda Anti Narkoba (KIPAN) Jawa Barat melakukan audiensi dengan Komisi V DPRD Provinsi Jawa Barat untuk membahas fungsi lembaga KIPAN, Jumat (7/4/2023).
Kepada Komisi V DPRD Provinsi Jawa Barat, KIPAN menyampaikan bahwa narkoba menjadi tiga musuh utama Negara selain terorisme dan korupsi. Jawa Barat sendiri menempati 4 besar pengguna narkoba tertinggi di Indonesia.
Sebagai informasi, dalam upaya pemberantasan narkoba, presiden mengeluarkan Instruksi presiden no.2 tahun 2020 mengenai Rencana Aksi Nasional Pencegahan dan Pemberantasan Penyalahgunaan dan Peredaran Gelap Narkotika dan Prekursor Narkotika.
Berdasarkan Instruksi Presiden tersebut, maka dibentuk suatu wadah dibawah Kementrian Pemuda dan Olahraga yang bernama Kader Inti Pemuda Anti Narkoba (KIPAN) kemudian Kementrian Pemuda dan Olahraga mengeluarkan Surat Edaran terkait pembentukan KIPAN disetiap tingkatan hingga pada tingkat desa.
Selain itu, terkait beredarnya kasus penangkapan puluhan siswa akibat narkoba di Kabupaten Bandung Barat, pengurus KIPAN menyampaikan bahwa masalah seperti itu harusnya sudah menjadi konsentrasi Pemerintah Provinsi untuk mendorong program-program yang membangun pemuda agar menjauhi narkoba.
Menurut Sekretaris KIPAN Jawa Barat Santi Agung, sejauh ini Pemerintah Provinsi tidak serius dalam menangani kasus narkoba. Ia mengatakan bahwa rencana aksi yang dikeluarkan dalam INPRES pun belum dilaksanakan sepenuhnya.
“pemerintah Provinsi Jawa Barat tidak serius membahas permasalahan narkoba ini, rencana aksi yang dikeluarkan dalam INPRES sendiri pun belum dilaksanakan seluruhnya. Maka dengan diterimanya kami oleh DPRD Provinsi Jawa Barat Kami berharap DPRD yang memiliki fungsi pengawasan, mengawasi kerja pemerintah yang cenderung abai terhadap permasalahan narkoba di Jawa Barat ini.” kata Santi Agung.
Lebih lanjut, KIPAN Jawa Barat mengusulkan agar dibentuk sebuah perda yang berkaitan dengan pencegahan penyalahgunaan narkoba sebagai tindak lanjut dari instruksi presiden serta bentuk keseriusan Pemerintah Provinsi Jawa Barat dalam menangani permasalahan narkoba.
